In 2002, as the Twin Cities Metropolitan Area embarked on a project to improve transit service, it was critical to establish priorities in the process. The top priority established was the safety of transit users as new services are added and old services are changed. The recommendation stemming from the safety focus is that the goal of every transit organization should be to provide safe transportation to its customers, focus on the safe design and operation of the transit vehicle, and stress the safe operation through extensive training and careful supervision of the system.
