This report reviews the history and impact of Seattle's Democracy Voucher Program and considers its applicability to Philadelphia. While Seattle's project has successfully increased participation rates, voucher users are not representative of the community, and are more likely to be older, female, white, and live in middle class neighborhoods than the average Seattle resident. This report concludes that the Seattle voucher program should not be copied directly but should be modified to better fit Philadelphia's needs.
