Decades of inequality have limited access to affordable housing in the state of California, limiting economic equity and harming communities. This report proposes a roadmap for California to address the four main problems with housing: (1) create 1.2 million new affordable homes; while (2) protecting 1 million low-income renter households; (3) ending homelessness for the 150,000 unhoused Californians: and (4) closing the racial equity gap caused by decades of racist housing policies, that have generated homelessness, housing unaffordability, housing instability, and limited access to opportunity.
