Exploring Sectoral Boards and High Road Training Partnerships in the Nail Salon Sector

Workers in the nail salon industry suffer from unsafe working conditions, wage theft, and employment misclassification. This report explores two potential models for solving these: High Road Training Partnerships (HRTPs) and sectoral bargaining legislation. Comparing the two approaches, key differences emerge: HRTPs focus on industry-specific workforce development with strong collaboration between labor and industry. In contrast, sectoral bargaining legislation creates boards comprising workers, employers, and public representatives to set industry-wide standards and policies.
