This report finds that transit investment would improve air quality and mobility for LA residents, and metro projects with targeted local hiring strategies could create billions of dollars in public economic benefits for the county. It recommends that the city create a construction careers policy that includes a targeted hire program, facilitate project labor agreements, and support labor- management -sponsored apprenticeship programs.
