Suburban neighborhoods often develop without intentional land use policies or transportation infrastructure, and as they grow community members struggle with increased traffic congestion and limited mobility options. This policy brief recommends communities retrofit high-frequency shuttle bus services, walkable connections to neighborhood businesses, and electric vehicle programs to support sustainable pedestrian-friendly environments. California's Senate Bill 375 mandated implementation to encourage sustainable communities and climate protection.
