Santa Clara's Measure A and Impacts on Communities of Color: An Analysis of Racial Minority Voting Rights and Ranked Choice Voting

This report analyzes Santa Clara's proposed ranked-choice election system. The results indicate that once RCV is in place, it will provide better representation for people of color and ensure all voters in the city would have a stronger say in election results than they would be under any winner-take-all system. It also predicts the likely election of two Asian American candidates of choice and one Hispanic/Latino candidate of choice on the six-seat city council by the time all voters had voted in RCV elections in 2022.
