Austin's Project Connect: Independent Review of Governance and Leadership

The City of Austin and Capital Metro are responsible for carrying out Project Connect, a multi-billion dollar infrastructure program that will build new and enhance existing rapid transit in Austin. This report evaluates the advantages and disadvantages of both joint and separate executive leadership and examines how those options affects project delivery. It finds that Project Connect's current shared leadership model is unsustainable and should be switched to a separate leadership model to keep the project moving forward.
