Raising money and spending it on goods and services are critical activities for every county, city, and town, and the policy choices they make in raising and spending capital have an outsized impact on their wellbeing. Municipalities have experimented widely to create equitable and efficient methods to expand revenue generation, many of which are included here in the ProGov21 database. Local governments have also implemented procurement policies that give local and/or high road businesses priority when locally-raised revenue are spent buying goods and services. These policies allow local governments to use their power in the market to achieve goals they can’t be accomplished through their legislative power. The ProGov21 procurement roadmap is forthcoming.
