Shelter is a basic human need, and unequal access to it is a major social inequality that helps drive others. Home ownership is still down from pre-financial crisis levels, rents are rising nationally, especially in cities, and housing segregation by race is as bad today as when housing racial discriminaion was banned in 1968. Housing is a major determinant of physical and mental health, and the quality of a person’s home and of the social and physical environment in which it is located is especially critical for the wellbeing of young children. ProGov21’s housing policy roadmap presents an introduction housing policy, including information on housing as a right, housing affordability for both renters and homeowners, public housing, and cooperative housing.
