In order to reduce the emissions of air pollutants from energy production, encourage efficient use of energy and water, and develop further investment in building a green economy, this ordinance requires that the City and building owners disclose the previous year's energy and water use of each building, and other building characteristics necessary to evaluate absolute and relative energy use intensity.
The ordinance requires the City to annually disclose energy and water use in all its facilities for the previous calendar year. All large and medium buildings or groups of buildings are required to report annual energy use, water use, and greenhouse gas emissions through Energy Star Portfolio Manager or an equivalent mechanism. The City would make energy and water use per square foot, Energy Star ratings, greenhouse gas emissions, and other identifying and contextual information for individual buildings available on the Internet. Buildings not demonstrating high energy performance, continual improvements or other appropriate exemption criteria would be required to conduct energy assessments or actions every 5 years to identify opportunities for energy efficiency investment. Failure to comply with reporting requirements will result in fines for building owners.
