In response to the COVID-19 pandemic, Milwaukee County created the Unified Emergency Operations Center (UEOC), a temporary oversight board with the goal of coordinating the pandemic response among 11 municipal public health departments with the county. Considering UEOC's success, this report assesses Milwaukee's need for a permanent unified approach to public health moving forward. It also investigates the need for better coordination between public sector public health agencies in Milwaukee County and private health care providers.
