This report compares, critiques, and provides an overview of pretrial practices across the United States. In particular, it discusses how 89 counties differ (or relate) in using citation releases, bond schedules, pretrial assessment tools, and more. It also outlines shared concerns related to system practices, such as the inappropriate use of pretrial assessment tools, the absence of due process protections, and the lack of data on basic pretrial justice measures. Finally, based on their findings, they argue that pretrial reform is still worthwhile, even if many counties failed in their reform efforts.
